The MV Kipawo most likely serving in Conception Bay, Newfoundland during WWII. This would explain the unknown cityscape, the Naval ensign on the mizzen-mast and the WWII British Naval System "Y" pennant on the fore-mast that indicates she is in Yard service as she was tending anti-submarine nets in the harbour. It appears that the nets can be seen hanging from the boom on the fore-mast.
