DAR 1914 P. Gifkins Circular Letter 440 to Employees Regarding the New Rule Book

In 1914 a Rule Book for the Dominion Atlantic Railway was approved and distributed to employees who needed to know the rules in carrying out their duties.

This rule book was originally approved by the Board of Railway Commissioners in 1909, perhaps as a generic rule book for use of all Canadian railways, and was adopted by the DAR in 1914.

There was a process involved in getting the new Rules in place. In this step General Manager Percy Gifkins uses a Circular Letter to tell employees that the new Rule Book would take effect June 1, 1914, not April 1, 1914 as originally intended, and to name the Examiner who would instruct employees on the rules and who would administer the examination

CIRCULAR LETTER No. 440

GENERAL MANAGER'S OFFICE,

KENTVILLE, N. S., MARCH 18th, 1914

To —— (a) Conductors. Engineers and Train Despatchers,

(b) Brakemen, Train Baggagemen, Firemen, Yardmen and Switchtenders
(c) Operators
(d) Section and Bridge Foremen and Signalmen.


Dear Sir,

Referring to my Circular Letter No. 438 dated 27th. January, 1914, re-
garding the Standard Code of Train Rules, it is hereby notified that these Rules
will go into effect on this road at 12.01 a. m. an the 1st. day of June 1914 and
not on 1st. April as previously notified.
Mr. J. B. Smith has been appointed Examiner. He will have the use of
Baggage Car No. 50 now located here, and will begin by explaining any of
the Rules to you about which you may have any doubt or difficulty.
After that examinations will be undertaken as expeditiously as possible.
If you are already prepared to write up your examination paper advise the
Examiner and he will instruct you further.
